Bowie ha dichiarato che la canzone gli fu ispirata da una giovane coppia che si incontrava segretamente sotto la torretta di guardia del Muro di Berlino e che lui spiava dalla finestra dello studio di registrazione. Secondo Tony Visconti, il suo produttore, la coppia in questione era lui stesso ed una ragazza con cui aveva una storia durante la registrazione.
